Engineer–NCC Camp 2010 will be conducted from 22 to 25 Nov 10 in Seletar East Camp.
CO recommends this camp for cadets who wish to pursue a career in either engineering or with the combat engineers in the Army. Enrolment is on a first-come-first-serve basis.
To be eligible for the camp, the participants need to have a minimum of NAPFA silver award, and Medical Officer certified fit for Camp. This is to ensure a minimum level of fitness among the participants, so that they are able to comfortably complete the camp without too much effort.

1. The Engineer Formation has been actively taking steps over recent years to instil a greater sense of general awareness on the capabilities of the Singapore Combat Engineers. As part of this effort, 35 SCE has been tasked to organise the Engineer-NCC camp.
2. Engineer–NCC Camp 2010 will be conducted from 22 to 25 Nov 10 in Seletar East Camp. Feedback from last year’s participants (both organisers and NCC cadets) was positive and the cadets had a positive impression of the Engineer Formation by the end of the camp. Engineer-NCC Camp 2010 will likewise seek to provide a positive experience for all the participants.
PRINCIPAL CONSIDERATIONS
The organising principles behind the conduct and concept of Engineer-NCC Camp 2010 are:
a. Maximising Experiential Leadership and Learning Opportunities. Cadets will assume various leadership appointments (ICs and 2ICs) throughout the duration of the camp to provide them with a first-hand experience of leading their fellow peers. Opportunities will also be created to allow interaction between the cadets and the officers, specialists and men of the Engineer Formation, so as to provide a good learning experience for all involved.
b. Projecting a Positive Image and Identity. The cadets will be introduced to the wide spectrum of the Combat Engineers’ capabilities, so as to impress upon them that Engineers have evolved into a technologically-advanced and forward-looking force as part of the 3G SAF transformation. The attainment of the Engineer–NCC badge upon the completion of the camp will provide an affiliation for the young participants to the Engineers.
c. Promulgation of the Engineer Core Values. The Combat Engineer core values of Professionalism, Fighting Spirit and Creativity will be promoted through the conduct and participation of the activities.
d. Engaging and Positive Experience. This will be forged, with the following elements:
(1) Fun and Interesting. With the rise in popularity of reality TV programmes, it is important to have a competitive and fun design to the program, pitting the skills and resolve of the cadets against both time and one another. This will foster a sense of accomplishment and culminate in the attainment of the Engineer-NCC badge.
(2) Challenging and Safe. All participants will adhere to and comply with the Training and Safety Regulations (TSR) and existing directives to provide a safe environment in which the limits of the cadets will be fully stretched and tested.
CONCEPT
The Engineer-NCC camp 2010 is a 4-day 3-night adventure that first introduces the fundamentals of Engineer knowledge and skills through a series of lectures and practical lessons, and later provides the cadets with the room to exercise their creativity and leadership in applying the Engineer knowledge and skills previously learnt during the Engineer Skills Challenge. Through the conduct and participation of these activities, the Engineer Core Values will be showcased. The camp will be conducted in the following phases (see Annex A for the Camp Programme):
a. Pre-Phase – Grouping & Medical Certification (1 Nov 10 – 8 Nov 10). CO Units are to facilitate the following:
(1) Submit the nominal roll of camp participants (maximum of 4 per unit) and attached teacher officers to HQ NCC by 8 Nov 10. The nominal roll is to include the name, NRIC no., gender, address, contact number, medical history, meal preference (non-Muslim, Muslim or vegetarian), and the name and contact number of the next-of-kin. For teacher officers who drive, the registration numbers of vehicles are also required for a smoother gate clearance. A template is attached in Annex B.
(2) Organise the medical check up for all the participants to ensure their suitability in undergoing the camp programme.[1] The medical records are to be submitted to HQ NCC by 8 Nov 10.
(3) Appoint female teachers to act as liaison officers for the female camp participants throughout the duration of the camp.
(4) Availability is subject to a first-come-first-served concept. All units who send participants will have to appoint a teacher officer to be a point of contact to be allocated as duty chaperons during the course of the camp.
b. Phase I – Knowledge and Skill Acquisition (22 Nov 10 – 23 Nov 10). This two-day programme seeks to impart Combat Engineers’ core skills in the areas of Mobility, Counter-Mobility and Survivability to the cadets.
c. Phase II – Engineer Skills Challenge (24 Nov 10). This is a full-day programme that allows the cadets to apply the skills acquired, internalise the Engineer core values, and further understand the function of the Engineers in operations through competing in a designed course of tasks. In addition, it will challenge the participants and give them a sense of accomplishment upon completion of the tasks. The Engineer-NCC badge will be presented to the cadets at the end of the day.
d. Phase III – Experience Sharing (25 Nov 10). In the first part of the day, there will be a static display to showcase the present and future capabilities of the Engineers to the cadets. An experience sharing workshop will also be conducted to allow all the participants to share their thoughts on the camp.
